[duxuser] preserving blank lines

I want to preserve the blank lines in a document. Any tips? the items are
numbered and separated by blank lines in print but I have not found a way to do
this other than manually editing them after I have done the Control T. Can I
do portions of a document or am I limited to the whole thing?
