As  Angel stated, in the British system of Braille usage (in which I learned
as a child), capitalization is reinforced through grammar usage, not through
Braille code. This was not a problem. We did very well when we moved on to
touch typing where capitalization in the  strict sense is emphasized.

Perhaps the blind child learns proper capitalization as he learns the other 
grammatical rules.  He must learn the parts of speech and their proper use 
as well as memorization of prepositions.  So as to be able to understand 
their proper uses.  Capitalization wouldn't be that difficult.
