Thats fascinating Cearbhall, least there is a work around for answering one
with a screen reader.

This applies to all Ranking Questions that use the same technology as that in
the Microsoft Survey described above. The following is extracted from that
link with the addition of some of my own comments:
In both Edge and Chrome:
It is not necessary to change from browse mode:
For ranking questions, use the Tab key or Shift+Tab to browse the elements in
the list. You hear the current ranking of the element, its name, and "Move
option up, move option down."
To move an element up in the ranking, press the Tab key until you hear "Move
option up," and then press Enter once for each position you want to move the
element by.
To move an element down in the ranking, press the Tab key until you hear
"Move option down," and then press Enter once for each position you want to
move the element by.

Notes:
This is not so successful with Firefox where it is difficult to find the
options to rank and then difficult to set the move up or move down mode.
After managing to activate the dialog, Firefox Confirms the position of the
selection in the hierarchy by displaying the position number, for example: “2
of 4”, “3 of 4”, “4 of 4” as the selection moves step by step downward in the
list.
This is not available in Chrome or Edge where frequent tabbing back and forth
is needed to be clear on the newly ranked position.
