I just tried that method, when i chose select all after clicking edit i used
the rotor and found edit. The only option available was undo no delete all.
The actions option gave me unflag but that only unflagged the current email my
voice over was focused on.

I followed you by closing the mail app from the app switcher. When I reopened
it, the "edit2 button was available on the screen just before the messages. I
double clicked this edit button and it offered "Select All". I open "edit" on
the rotor and moved down through the "edit" menu on the rotor until "delete
all". and it deleted them all.
There was also an option to unflag.
Can you try that sequence and see if it works to unflag all?

opened did you try turning off VoiceOver. Hopefully get sorted.
