 Good afternoon Pat,   Thank you for taking my call today. As we discussed please find below is the information on the Fully funder scheme in SEAI. I also included other options for home energy upgrades  that SEAI can help with grants.   We have three routes or options you can take, which are dependent on what you’re eligible for:   Free Energy Upgrades. This is a Fully Funded scheme that we have discussed on the phone. This is 24-26 months waiting list. Home owner would need to make an application and then they placed on the waiting list to go through all of the stages of the scheme. These include: BER assessment if it is not done on the property in the last 10 years. Surveyor will be allocated to carry out the survey of the property to determine what measures can be done. Contractor will be allocated and then home owner would need to wait for the company to contact them when they will be out to carry out the works. You need to meet these 3 criteria:     1. You must own and live in your own home. This must be your main residence, where you live most days of the week.    2.  Your home was built and occupied before 2006. This means the ESB meter was connected and property lived in prior to 2006   3.  Must be in receipt of one of the below welfare Payments:  
  • Fuel Allowance
  • Job-Seekers Allowance for over 6 months and have a child or children under 7
  • Working Family Payment
  • One-Parent Family Payment
  • Domiciliary Care Allowance
  • Carers Allowance and live with the person you are caring for
  • Disability Allowance for over six months and have a child under seven years of age
The measures that can be included in the scheme are; insulation of the walls, insulation of the attic, heating controls to space out zones of the heating in the property, draft proofing. Secondary measures can be; windows and doors.     One Stop Shop Service - For homeowners and landlords. This scheme is partly funded by the SEAI grants. This is managed by one of the One Stop Shop providers including grant application. They carry out the BER and home energy assessment to determine what needs to be done on the property to achieve BER B2 rating. This is very high rating for the property and would mean your house will be fully insulated, draft proofed and have most up to date heating system such as heat pump. Homeowner requires to pay for the works net of eligible grant. This may be suitable for someone who does not qualify for Fully funded scheme, but needs to carry out full retrofit of the house.
Property would need to meet the below criteria for One Stop Shop  
  •   Was built and occupied before 2011 for insulation and heating controls
  •   Was built and occupied before 2011 for renewable systems grants
  •  Has an existing BER of B3 or lower and must achieve a minimum rating of B2 on work completion, with a 100kWh/m2/year or better improvement on the BER primary energy value. This can be clarified by the surveyor of the property.
Individual Energy Upgrade Grants - For homeowners and landlords who wants one measure to be done such as only the insulation on the walls and attic. This can be good for someone who does not qualify for Fully Funded scheme and does not want to carry out multiple measures and only wants to insulate property. Home owner would need to allocate their own contractor that is registered with SEAI. They would need to fill in the application and once works been completed carry out Building Energy Regulations Rating by the BER assessor. Then submit Declaration of Works to SEAI and the grant would be paid directly to the home owners account. This is partly funded scheme and home owner needs to pay contractor first for works and then SEAI will pay partial grant. 
All homeowners, including landlords, whose homes were built and occupied before 2011 can apply for Insulation & Heating controls grants and 2021 for renewable systems grants under Individual Home Energy Upgrades Scheme. This is defined as the date your electricity meter was installed. Renewable systems include: heating system- heat pump, and Solar PV system- Solar Electricity Panels.     More information can be found on our website and I include the link in case any from your community would be able to follow it. https://www.seai.ie/grants/home-energy-grants/   However, Pat if you like to have more information on any of the schemes please do not hesitate to write back to us to request more information.
