If I get this correct you are basically asking Alexa to reboot your phone as
for example you may need to do a reboot of your computer.
Of course as far as I know Windows or whatever won't do that for you.

I've only discovered this but you can ask Siri to restart your
phone. This I'm assuming will only work if your phone hasn't frozen
and Siri not working.
I can't see it working then. Its quite cool I've tried it.
