I don't use BrailleBack the app that android uses to connect with braille
output devices.
I looked up some info, it might help clarify some aspects for you.
Android is a tad messy as the app instructions are not always that clear.
I was not on Fighting Blindness when you were asking for guidance so not
sure what your braille output device is, so if you send me the device model,
I will search about for any issues others may be having with it. I don't
know if you are using a wire connection or Bluetooth.

Using talkBack and Connecting to a braille display
Important: BrailleBack is no longer required to connect to a braille
display.
When you connect a refreshable braille display to your Android device via
Bluetooth, your phone or device's screen content will be sent on to your
braille display.
You can use the keys on the display to navigate and interact with your phone
or device.
You can also type and send your phones text by using the TalkBack braille
keyboard found on versions of Android since version 5.5.
Braille display languages
Braille display is available in Unified English Braille grades 1 and 2,
Spanish, Arabic and Polish.
To change the braille grade or language: On your device, select TalkBack
settings and then Braille display and then your Preferred reading language
or Preferred typing language.
Removing the earlier BrailleBack app from your android phone if it is
installed.
1. From your device's app list, select BrailleBack, if installed.
2. Open the TalkBack menu.
3. Select Actions and then Uninstall.
Step 1: Make sure that you have TalkBack 13.0
To check your TalkBack version, open TalkBack settings and scroll to the
last item, "Open TalkBack in the Play Store: Current TalkBack version."
If your TalkBack version is lower than 13.0, double-tap Open TalkBack in the
Play Store to go to the Play Store and update TalkBack.
Step 2: Pair your phone with your braille display
1. In TalkBack settings, select Braille display.
2. Check that Use braille display is on.
3. Select the name of your braille display.
All the above are instructions I got off the web, but I not sure these
instructions apply to all communication devices.
