Wayne, I wish I could say I am surprised, but I am not. I worked 5 years
in public education in Title 1 schools. The mastery level of stupidity I
saw from the State down was breath-taking. No Child Left Behind not only
failed to improve student achievement, it in fact did just the opposite.
Every year we had yet another program that was going to cure all the
problems we had in Title 1 schools. They were typically managed by retired
administrators who were hired by.....you guessed it....the district they
retired from.
And then there is the whole debacle of the alcoholic Supt that EVERYONE
knew about and yet no one would do something about it. She showed up at
board meetings and convocations three sheets to the wind. It wasn't until
she was finally caught one too many times by law enforcement that she
retired and had a very soft landing with her golden parachute.
The kids weren't that bad. The shit we had them do was bad.

end and beginning of each eligibility period. Sorta all hunky-dorry,

The way the bill was written, if you started active duty before "DATE X"
you were VN GI Bill, after "DATE Y" you were Montgomery GI Bill. Even
though the MGIB didn't come into being until 1984, the way it was written,
it denied eligibility for the VNGIB if you were USNR (or USAR or USAFR or
USCGR) and was commissioned in AUGUST 1977 and started Active Duty between
01 August and 31 September 1977.
Well, there were 53 officers nationwide so affected who graduated from
ROTC that August. 26 were at A&M, all of whom graduated/commissioned in
August 1977.
That meant with no GI Bill education benefits, you could not meet the
Hazelwood Act requirements, which was to get a letter from the VA stating
that "person XYZ" has exhausted all of his/her GI Bill Education Benefits.
Well, if you have no benefits to exhaust all you can get from the VA is a
letter indicating that the specified individual had no benefits to
exhaust. The HA therefore assumed you had a BCD and therefore ineligible
for HA funds.
I learned all this when I started attending the orange & white junior
college of central Texas and tried to get assistance. Filled out all kinds
of paperwork only to be denied GI Bill benefits. Started checking and
found the legislative f-up it was.
Complained to my congressman, and apparently so did several others as we
all seem to have been RIF'd and started school about the same time (January
1988).
The end result was a bill passed granting VN GIB benefits to those
affected (although not by name). The bill passed in October 1988. The
catch was one had to apply for benefits before 01 January 1988 to get them.
Did the PTB directly contact the 53 people and advise them?????? Oh, hell
no.
They sent the bill to the DOD, who sent the information to the Services
(USN, USA, USAF, USMC, USCG) who then sent the info on to their respective
"Bureau of Personnel", who then sent it to their Reserve BPers offices, who
then sent it to the Reserve Centers who published it in their monthly "Plan
of the Day" for the drill weekend.
MAYBE if someone was still on active duty, they saw the notice before the
expiration date. When the information arrived at the San Antonio Naval
Reserve Center, it arrived after the November drill weekend. So they
published the info in the DECEMBER 1989 POD.
When I went to drill THE THIRD WEEKEND OF DECEMBER and learned about the
change, guess what happened when I went to apply the next week??? -
ALL THE FRICKING BENEFITS OFFICES WERE CLOSED FOR CHRISTMAS UNTIL 02
JANUARY 1989.
So still no GI BILL benefits for yours truly.
