If you have an odd number of judges it's not necessary. If even, then
typically the chief judge completes the tie breaker ballot.

Putting all 3 of these areas together to make a Super Contest!!!!
This EVENT IS 100% FREE so bring a friend this is a great way to introduce
someone to Toastmasters.
