It's missing from builds I do myself as well (from Haiku). The keymap file
does not get generated.
The jamfile uses a GLOB to list the keymaps, then uses jam substitution
(D= and BG=) to call the MkKeymapComp rule. Somehow the file gets lost in
one of these steps, likely because of encoding issues.
