package_daemon failes to activate a package If for some reason there is a
leftover settings directory.
Took me quite some time to figure out why my package didn't want to
activate, because when installed manually there is no error in syslog.
To reproduce:

pkgman uninstall man
rm -rf /system/packages/administrative/writable-files/man-1.6g-4
mkdir -p /system/packages/administrative/writable-files/man-1.6g-4
pkgman install man
