The registrar sents a `B_QUIT_REQUESTED` message to each application in
turn. An application can accept the request and quit or deny the request.
The latter is equivalent with aborting the shutdown (the "_shutdown_"
field in the request message discriminates it from a regular quit
request). I haven't checked, but I suppose that's what is happening with
QupZilla. I don't see what the registrar is supposed to do differently in
this case. It just sounds like QupZilla (or Qt) aren't handling the quit
request incorrectly and need to be fixed.
