If the undertaker (or whatever thread) doesn't return from
`smp_send_broadcast_ici`, it's probably either a bug in the ICI mechanism
or some other thread is stuck somewhere else with interrupts disabled. It
would be good to get stack traces for all currently running threads (get
the list via `running`).
