#12335: Replace dialog doesn't use preferred date/time format

Using hrev49554, I have set my date/time formatting to Dutch:[[BR]]
[[Image(Locale-window.png)]][[BR]]
[[BR]]
When copying a file over another, the following dialog shows:[[BR]]
[[Image(Tracker-replace-dialog.png)]][[BR]]
[[BR]]
As can be seen, this dialog doesn't show the time and date in the Dutch
format.
