OK, we have essentially finalized enough that this can begin right now.
I've created a Google Sheets to track release info, with a page
specifically for hardware boot testing:

Please add your hardware to that page (mass-market systems preferred,
though customs are OK too I guess). For x86_64 (#13113), hold off on that
for now; we need to get EFI up and running first.
