Debian fontconfig changelog shows RGBA hinting was available as a runtime
configuration option as early as 2004:

Fedora has allowed RGBA hinting as a runtime configuration basically as
long as Debian has. Fedora 24 and later defaults to RGBA hinting, as
referenced in the "return to defaults" section of this article:
