The odd thing is that the documentation for all the files seem to be
valid:

The documentation on the classes they contain are rendered:

I tried rendering the docs with Doxygen 1.8.16 (currently we use Doxygen
1.8.13), but that did not help.
It seems to be a Doxygen bug, but in order to report it upstream we need a
clean test case.
