I would like to fix Shortcuts in a much more fundamental way which removes
the need for the translation hack in Gerrit 339. Frankly the text based
interface is terrible and I would like to replace it with a proper window
for configuring the shortcut action. That would have tabs or similar to
choose between things like running an app, sending messages, moving the
mouse, etc.
After that I would like to adjust how the actual keyboard shortcut is
chosen, but the above is more important.
