#14384: [FirstBootPrompt] disable keymap selection until there is builtin Keymap

Selecting a certain language in FirstBootPrompt preselects keymap layout
which is confusing for most users as there is no Keymap Switcher installed
by default after that. After install a user has to figure out his way to
either run HaikuDepot and install Keymap Switcher (which is not always
available if network doesn't work) or run Keymap preflet to reset layout
so he can use US layout again (e.g. in Terminal).
This was discussed quite a few times now and in the past so I thought it
at least deserves a workaround for beta1.
