Changes (by humdinger):

 * summary:  Hovering a dragged file should raise the window beneath =>
Hovering a dragged file over a tab should raise the stacked window

Old description:

Imagine stacked windows, or a Tracker window that is partly obscured by
another window so the folder you'd like to "spring-navigate" to drop a
file isn't visible.

It'd be nice if windows would auto-raise when the user hovers the file-
dragging mouse a short while over it.

New description:

Imagine stacked windows. It'd be nice if a stacked window would auto-raise
when the user hovers the file-dragging mouse a short while over it.

Comment:

X512's fix in hrev53883 solves the general: windows now do pop up when you
hover a dragged file over parts of that window. Leaves the scenario when
hovering over the tab of a stacked window; it should get pop to the top of
 the stack too.\\
I changed the title/description of this ticket accordingly.
