There is a change on Gerrit for using geolocalization and using the
"preferred language" of the country. But it needs an update to ICU first.
However it will work only if the computer is online and can scan wifi
networks (which we use for geolocalizing thanks to a database provided by
Mozilla).
Timezones would only work if the user has already configured one, which is
unlikely in FirstBootPrompt.
