#15742: Media Services jams up if accessed too soon after booting up

On computers we've tried here (AMD based), we have trouble if we try to
play music too soon after first booting up. Normally what happens is that
audio doesn't come out of the output jack (HDA output 0). Once the
problem has occurred, we usually have to reboot the computer to solve it.
If we wait at least 30 seconds after booting, before playing the first
audio, everything goes well from then on. Currently testing here using
MSI AMD FM2+ A68H motherboard and AMD AD740KYBJABOX A6-7400 processor.
