#15755: Window with B_FLOATING_ALL_WINDOW_FEEL become focus when current focus
window is closed

This is hrev53917.
Steps to reproduce:
1. Set "Always on top" checkbox in Deskbar (it will set
B_FLOATING_ALL_WINDOW_FEEL to Deskbar window).
2. Open StyledEdit.
3. Open many windows with Alt+N.
4. Close 1 window with Alt+W.
5. Deskbar will get focus instead of previous StyledEdit window.
Focus setting logic is implemented in app_server.
