#15814: /system/develop/headers/os folder has different icon

The /system/develop/headers/os folder has it's "kind" attribute modified
to "Translation Catalog" instead of "Folder". This modifies the folder
icon from an orange manila folder to a blue file icon.
The attributes for the folder also have some locale settings which other
header folders dont have.
Issue introduced between hrev53966 and hrev53991.
