If this is related to emoji this is probably because we don't load that
font ever then (e.g noto color emoji)
Wikipedia could have been fixed then by the inclusion of noto symbols 2 or
by the fallback fixes, hard to tell.
for context the font fallback system tries some specific fonts atm, which
we defined in a hardcoded list, but this doesn't include a) a path to
specify a own list (like css would want) or b) a path that uses all system
fonts
