#16756: Add "reboot to previous state" shutdown option

This would be in the Deskbar menu, below the reboot option for the
nightlies.
It would then prompt the user to select a state they would like and set an
efi variable to it's path/value.
The efi bootloader would then read this and immidiently boot to the
specified state instead of the default and clear the variable.
