 Honestly, the initial report is very vague bordering 'invalid'.

 Every server has the notion of UTC, but they don't use it. I know that
 users can set the timezone on dev.haiku-os.org, and all the times will be
 localized. www.haiku-os.org also allows users to set a timezone, but I'm
 not sure whether that localizes the times on the website, but I imagine
 so.

 I guess haiku-files.org uses local time, but the php script could be
 modified to use GMT.

 The question is, do we want to modify the timezone on haiku-files or will
 it suffice to just put down the timezone the timestamps are in.
