I agree, /boot/common/share/vim/vimrc is the good place - the optional
package should include that file (with contents as in the vim6's vimrc
file).
As for the syntax highlighting, the commands should indeed be put into
/boot/common/share/vim/vimrc and not ~/.vimrc.
