Don't know, Deskbar's shelf has always worked by doing a live query on the
be:deskbar_item_status attribute, that was true in R5 and no one's ever
rewritten it. Archiving the shelf could be problematic though since it can
also contain ephemeral items like a status indicator installed by, say, an
IM app, which is only supposed to persist as long as the app is running,
whereas the Tracker shelf only contains things the user explicitly put
there.
