 Registrar is the right component. I noticed the bug, too, but I believe
 I've seen it only on real hardware where I automatically install older
 settings (maybe font size related?). The introduction of default use of
 `B_USE_DEFAULT_SPACING` in r38512 has been cause for odd additional
 spacing in several places, but IIRC the shutdown dialog still doesn't use
 the layout API at all, so that doesn't seem to be related.
