When Deskbar is in its standard position (upper-right), an empty Recent
applications will expand to the right – outside the screen.

Compared to having Deskbar on the left side of the screen.
[[Image(Deskbar_submeny_left.png)]]
I would suggest that no submenu would be shown if it is <empty>. The same
as proposed for applications in #4276.
