 The difference is mostly to try and quell any free space shortage
 situations. For having a swap file set that is larger then the free space
 available. Instead of just failing, pull the swap space set back leaving a
 little free space on the disk.

 Although you're right one I think through that... getting into that
 situation would be rough.
