 Without more information it's difficult to ascertain if this is a bug in a
 specific driver, multiple drivers, or in the kernel's driver reloading
 functionality, so that one can't really be answered at this point.
 Furthermore, it'd only impact systems where the driver finds any supported
 hardware at all, since it otherwise wouldn't get as far as installing an
 interrupt handler.
