In any case, this is a rare enough situation that we can well live with
the fact that 3rd party applications might not behave consistently in this
regard.
The third button in the file panel would only work if the application
handles the overwriting of the symlink correctly, which the file panel
cannot know anything about. But that would just higher the pressure (as I
said, it's rare, so the pressure will still be very low ;-)) on 3rd party
apps to do it right, too.
