This isn't so much a Deskbar issue, but how the build system treats
duplicate strings for translation, I guess.
The Deskbar preferences have the tab heading "Applications".[[BR]]
In the catkeys, there's already a
{{{
B_USER_DESKBAR_DIRECTORY/Applications
}}}
so the other "Applications" from the preference window isn't added, as
it'd be a duplicate. Unfortunately, this
B_USER_DESKBAR_DIRECTORY/Applications only gets translated, if that
specific option in the Locale preferences is activated (an option that has
a bug making it unusable).
It follows, that "Applications" in the Deskbar prefs won't show up
translated...
