Evening all,
Just to follow up on what Nick has said, indeed the actual page count on the
Licence application form is now 42 pages!!!!! Quite a lot of that is words and
explanations, but its still huge! Including a massive new section on
Compliance, to the codes, rules, and other regulations around broadcasting…..
We have retained the services of Andy Bantock as our nominated Compliance
officer, after all he knows more about the radio industry than most of us
(please forgive me if that’s a massive assumption to far 😊)
So there is a good deal to fill in on compliance etc, the outcome is going to
be that we will need to get everyone to SIGN a “contract” of broadcast with us
before they go on air (Includes Committee members too) to the effect that we
have read and understood the rules around broadcast standards etc etc blah
blah…… and will abide my them… so watch out for that one 😊 (Steve, you might
want to mention that to prospective DJ’s when you see who is free, they might
feel they cant sign it, in which case, we may have to dispense with their
services…… but I don’t think it will come to that..)
Anyway, lots more to come, we are nearly there with it… and speaking to Nick
last night, the stated deadline on the Ofcom website has been confirmed as not
really an issue for us, we should be O.K. as no other licence apps have been
received for our area…. Watch this space.
I have written to Bookers asking if they will kindly be our main sponsor again,
I await to hear from Nick Booker and Andy Miller….
Oh yes, the good news as well is we don’t have to get St Michaels Hospice to
supply a written statement letter about their involvement with us, Ofcom
recognise everyone is buys and its an onerous undertaking…. Ker, wish they
would apply that to the licence application!

Tony and i worked hard on the application last night , it has changed from

Short-term restricted service licences: Guidance notes for applicants and
licensees.
Any application for an SRSL during a period of high demand which is received
after the specified application window has closed will be considered but only
if it is for an area for which we have not already received an application, and
subject to the availability of a suitable frequency.
Applications which are not submitted within the following timeframes will be
rejected: a) Applications submitted earlier than 180 clear days (i.e. six
months) before the proposed broadcast start date. b) Applications submitted
later than 60 clear days (i.e. two months) between the date Ofcom receives the
application and the proposed broadcast start date. • By “clear days” we mean
that we will not count the date of receipt or the start date of broadcast and
will only count the whole days in between those two dates. Where the deadline
falls on a weekend or public holiday, we will deem it to have fallen on the
first weekday that is not a public holiday immediately preceding it.
Promotional material 9.41 The fact that the service is being broadcast on a
restricted service licence and its duration must be made clear both on-air, and
in written promotional material. It should not be implied that a restricted
service is any other type of licensed service.
Retention and production of recordings 9.42 If you are granted a licence, you
must retain, or arrange for the retention of, recordings of everything
broadcast on the licensed service for a period of 42 days. If Ofcom receives a
complaint regarding the broadcast, we will request a copy of the recordings in
order to assess the complaint. Recordings must be of a standard and in a format
which allows Ofcom to listen to the material as broadcast. The licensee must
also provide Ofcom with scripts or transcripts of any material included in the
service when requested to do so.
Transmitter site 9.49 Your transmitter site must be appropriate for the
town/location you wish to cover. We reserve the right to reject high sites
which may deliver an inappropriately large coverage area for this type of
licence. Generally, field strengths and the ease of reception increase closer
to the transmitter, so you may have to make a trade-off between the overall
area covered and the ease of reception in the core of the target area.
Antenna height restrictions 9.72 The maximum antenna height for FM or AM
transmissions is 20 metres above ground level. We may need to impose power
and/or antenna height restrictions in certain areas, such as coastal regions,
where an applicant wishes to broadcast on FM, in order to avoid the need for
international clearance. We reserve the right to vary agreed maximum power
and/or antenna height in any area, should problems occur (e.g. interference to
other users of the spectrum.
9.76 Any unauthorised action to increase the power level beyond the maximum
permitted, or otherwise to alter the characteristics specified in the licence,
will be treated very seriously by Ofcom, and may result in Ofcom revoking the
licence and disqualifying the licensee from holding future licences. The
licensee will be held responsible if any terms of the Wireless Telegraphy Act
licence or the Broadcasting Act licence are not adhered to.

Can I just say that this whole thing could have been avoided if we had the
‘wash-up’ meeting that we always promise every time we do a broadcast.
The last broadcast, we started planning and applying for the licence in October
/ November. That wasn’t as result of a ‘wash-up’ meeting, but more to make sure
we got on air during 2018 because we hadn’t managed it in 2017.
Had we had our ‘wash up’ meeting this change in licence may well have been
captured.
I am pretty irritated that we have found ourselves in this position.

yes i thought that too..... i remember the other year where there gave us a bit
more time after i phoned em as gave us a bit more time , that was was the year
we didn't bother.

This lot seem to make it up as they go along!
So, being a previous holder did we get a notification of this apparent change
in rules for applications this year? Or were they just hoping that we would
stumble on it? Pathetic!!
Hastings isn’t a huge muslim community and this wasn’t an issue anywhere close
by either last year so hopefully this will not be an issue.
Is it worth considering a contingency for a different date this year just in
case? Would we want to broadcast in a different month? My view is that it
makes little difference other than we would not capture the main bank holidays?
Not sure which month to suggest as a contingency.

Could be a problem here!!
1.8 Applicants wishing to broadcast a short-term radio service under a
short-term restricted service licence (“SRSL”) on any dates between Friday 3
May and Friday 7 June 2019 (inclusive) should apply during our application
window opening on Monday 5 November 2018 and closing at 5pm on Friday 23
November 2018. In geographical locations where only one application is
received, we may be able to offer a licence to that applicant in line with our
‘first come, first served’ policy. However, the religious period of Ramadan
falls within these dates and, based on previous experience, Ofcom expects to
receive a large number of applications to operate short-term restricted
services during May and June 2019, with some locations in the UK expected to be
in particularly high demand. Consequently, in these locations, due to the high
demand for SRSL broadcasts and the limited number of FM frequencies available,
we expect to have to allocate licences by way of a draw instead of our usual
'first-come, first-served' policy. This document set outs the application
process that any applicant wishing to broadcast on any date between Friday 3
May to Friday 7 June 2019 inclusive must follow. It is important that previous
SRSL applicants read this document, as we have made some changes to our
process. Ofcom is today publishing a revised set of guidance notes1 to support
this process. These notes of guidance are applicable to this application window
and future SRSL applications. Please refer to them, as well as this document,
before submitting an application. Ofcom is today publishing a revised
application form2 , which must be used for any application submitted from
today. Ofcom will not accept applications made on old versions of the
application form. Due to the changes we have made to the application process
(as summarised in this document and detailed in the guidance notes), we are
providing a three-week window for applications this year, instead of the usual
one week. Any SRSL application for a broadcast including any date between
Friday 3 May 2019 and Friday 7 June 2019 inclusive must be received by Ofcom by
5pm on Friday 23 November 2018. ......
i have phoned ofcom today they said this might depend if they have had an
application from hastings , if they have we are too late! They suggest we put
in the application anyway and hope for the best .
