I have text edit and use it with none of these issues, I am using latest High
Sierra.
I have the ruler turned off ever since Yosemite
The Ruler
When TextEdit loads, there are two main parts to the screen: the area for
adding text and the Ruler. The ruler gives a sighted user an idea of the
spatial layout, but is not useful for a user who is blind. If the ruler is on
your screen, it can be hidden by pressing Command-, (comma) from anywhere
within TextEdit. This will open TextEdit Preferences. Select the "New Document"
tab with VO-Spacebar. VO-Right Arrow to "Show Ruler" and if the checkbox is
checked, uncheck it with VO-Spacebar. Close the window with Command-W. If you
hear that the ruler is still on the screen, close the program with Command-Q
and then re-open it. Or, close the document with Command-W and start a new one
with Command-N.

reported it but go to bugreport.apple.com and report it there. you will need to
be procise and provide sys diag logs but those are easy to get.

Sometimes my Mac is jumping around as well. I have the cursor on something
and then it jumps to the next thing.
