That is not how it works on the mac. On the mac you have to create a group,
then you have to drag and drop the people you want to the list. If there
not in your contacts, then you will have to create a card for them. And
yes, you can send email to that group from your phone. Since in iCloud, it
will sink that list to all your devices.

First go to contacts. Then on the home tab go to contact group. Next enter
the name for the contact group. Next if the person is in you're contacts
select the add to group button type the first few letters of the name then
when entries show up select the entrie you want. To add a person that is not
in you're contacts list select add to group and then type in the email
address O and before you do that you must enter the group name before you
are able to add contacts to the group. Then after that you can select save
and close.
