There has been a bug with created ring tones since IOS7.12. I had all 1635
of my created ring tones synced on my phone up until then. The work around
is to select manual, and pick the ones you want. If you do this, it will
sync them, but for some weird reason when you tell it to sync all, it fails.
Another thing I tried is having my phone not to auto lock when trying to
sync the tones. I tried it both ways, and only selecting them manually
works for me. HTH

Many moons ago, I created ringtones and have ben using them till I needed to
do some deep recovery and now, the phone will not accept them. This's an 5s
with later than the latest ios on it.
