Use the Keyboard commander table and add a new shortcut. You need to pick a
letter or shifted letter and then from the menu popup, select, sounds, from the
categories list. VO-right arrow and there is a mute VoiceOver toggle option
there. You can set your keyboard shortcut to that so all you need to do is
press the combination with the right option or left option keys to perform the
action of muting or unmuting the VoiceOver speech.
