In VoiceOver Utility. Navigate to the Commanders category and choose,
keyboard, from the tabs. Then, interact with the table and choose the, Add
button, to add a new command.

VO-p, control-option-p, will read the current paragraph you are on.
If you have a full sized keyboard, control-option-shift-page up or page
down will read previous and next paragraph. If you are using a laptop, you
can set a command with keyboard commander to do this for you as well. I
think option-up or down arrow will move by paragraph, but I have found this
not to be reliable in some documents.
