I don't know how you went about moving an app from one page to another and then 
putting it in a folder but here is the way I do it.
I recently downloaded I clean. Because of the number of folders I have on page 
1 it ended up on page 2. I always leave at least one empty spot on page 1 so I 
can move something from page to page one without a problem. I found I clean on 
page 2 double tap and hold it. I slid my finger to the left until I heard it 
say moving to page 1. I found I clean on page 1 and touch the screen with three 
fingers to get its location. In this instance it was row five column too. I 
want to put it in my utilities folder which is row one column one. Then I put 
my finger on I clean double tap and hold again and slide up the screen and to 
the left when it said on utilities folder I picked up my finger and it was in 
there the whole process might have taken 10 seconds. Since I updated to iOS 
7.03 I have not had any problems with gestures on the screen.
