[mac4theblind] Sounds Are Very Quiet Or Nonexistent In Mavericks

Since I updated to Mavericks, most of my sounds are either very quiet, or as in
the case of email, nonexistent. I no longer get the swish sound when I send
mail for instance. How can I bring them back?
