You might be talking about Mission control. At least, I think you are. This
is more of a sighted approach with what is either called all applications or
all windows mode. You can use control up or down arrow to trigger these
features. However, you can use VO-F1 twice to see a list of open apps and VO-F2
twice to see a list of open windows within an app. I think this is much more
practical for a VoiceOver user than using Mission Control and Spaces.
