You have a keyboard that has a function key with your Mac Mini right? You can
just use the function key plus up and down to perform a page up or page down.
At the bottom going from left to right, the function key should be the first
thing you see, then control, option, command, space, followed by a second
command and option key. Try pressing function key plus page down and see if
that initiates a page up or page down.

Hi all. If you want a stand-alone keystroke to act as an applications key
rather than Shift+F10, I recommend Sharp Keys. Just download it and assign
a key you don't use to act as your applications key. For example, I hardly
ever use my right command key which translates to Right Windows. I
assigned that key to act as my applications key. This is on Bootcamp with
Windows 10. Also, wouldn't holding the function key plus the arrow keys
work for page up and page down etc.? This works for me with no problems so
give that a try.

For applications key use shift plus f10. As for the other problem you are
kind of SOL as apple broke the boot camp drivers.
