yes, but usually when that checkbox is not checked the fn key will perform the 
"secondary" function.

None the less, for some reason the check box was unchecked even though it 
exhibitted the checked behaviour yesterday.

You have to set the fn key (lower most left hand key I believe) or in 
preferences under keyboard set the function keys knob.   What’s happening is 
your function keys are secondary and their main functions (brightness etc) are 
set to primary.  You can use the FN key per use or set once in keyboard 
settings.
