Have you disabled the preview pain completely? I did and I don't have that
issue, in fact I never have. I go over som eof that in my book in sierra at
tffppodcast.com/books

I tried it that way. I still have the same issue. I checked that my VO
settings have keyboard focus and VO cursor synchronized. I even toggled the
setting with no different result. It seems to be a general issue in Apple
Mail. I did not need to use VO for navigation in yosemite.
