suggestion here in case it might help someone here not subscribed to the other

I suspect I've found an answer to your "rebuilding services" dilemma.
Per Apple’s Services Implementation Guide, you can trigger an immediate rescan
of Services using the
pbs
tool:
/System/Library/CoreServices/pbs
Try that and let us know.
