The legs can consume the entire cardiovascular capacity of the body to produce energy.


So basically your heart and lungs cannot keep up with the power output from the legs at maximum effort. Adding the arms means that the total available energy has to be split between the arms and the legs resulting in approx the same energy output.

If the situation is a very short sprint where the energy source is anaerobic then the combination can give increased power, but only for a very brief period (up to about 1 minute).
