Matthias hasn't answered yet, but I guess the pacemaker is a special motorbike driving in front of the racer (see attached picture).
Another forum user states: "The key for mastering high speed is practice. The first hurdle ist the 30 km/h and once the rider is getting used to it, the next one is the 50 km/h hurdle. As long as the rider keeps pedalling the python stays stable at high speeds."
Concering the idea of a velomobile shell for a python: Maybe useful for the trike version but not recommendable for the bike. Better enjoy your Bay Area climate without a shell ...
